An Insider’s Look at Medicaid: “Anatomy of An Audit” |

This workshop will provide you with a brief overview of the Office of the Medicaid Inspector General, the origins of the agency, its purposes, how it is structured, and its audits and investigations. How an audit is conducted and how the audit process works will be discussed. Potential defenses to an audit will also be covered. Provider misconduct, also known as “unacceptable practices,” will be illustrated along with the various sanctions available to the OMIG, including exclusion from the Medicaid program and enrollment termination. A question and answer period will be provided. |

Accessing the Tax-Exempt Capital Markets – It’s not as Hard as you Think |

We will discuss the history of the use of tax-exempt financing in New York State for not-for-profit organizations to undertake capital projects. Due to the sunset in law that allowed Industrial Development Agencies issue bonds for non-profit organizations, many entities were left in the cold when trying to access the tax-exempt bond markets. The presentation will include a discussion of the progression from using an Industrial Development Agency to issue so-called civic facility revenue bonds for non-profit organizations to having a local development corporation issue those bonds and how that development has opened up an avenue to a new source of capital. The presentation will also include a discussion about how smaller non-profit organizations could potentially pool together and undertake a joint financing, with each organization responsible for only its portion of the debt. Finally, among the panelists will be a representative from the banking community to provide an overview of the underwriting criteria and other nuances associated with undertaking such financing. |
