New York State will soon be rolling out a draft “Standard Contract” designed to speed contract registration and ease the administrative burden on nonprofit provider agencies, according to Fran Barrett, Governor Andrew Cuomo’s Interagency Coordinator for Nonprofit Issues. The nonprofit sector should look to get info on the proposed “Standard Contract” later this month in advance of two meetings to be held for discussion and comments in November. The State will also be moving towards developing a “data vault”-style, single repository for many basic contract document submissions in order to end the need for repetitive document submissions by agencies with multiple State contracts. Barrett shared news of the upcoming developments during a presentation with Doug Sauer, CEO of the New York Council of Nonprofits (NYCON), at the organization’s Camp Finance conference on Friday.
“This idea came from the notion that the reason we are not paying nonprofits promptly is because of contract registration,” said Barrett. “We asked how can we register contracts more quickly?”
The proposed standard contract will incorporate much of the “boiler plate” terms and conditions that are a part of all state contracts but may now differ from one State agency to another. Other aspects of the contract dealing with the specific deliverables, service requirements and reimbursement will continue to be specified by the contracting State agencies themselves. “Individual agencies have their own needs and issues, but will have templates to choose from that will be standardizable for them,” says Barret.
