Statement on Governor’s veto of the Nonprofit contracting bill 

December 8, 2025 - Human Services Council of New York, New York Council of Nonprofits, New York Legal Services Coalition, Nonprofit New York, and Nonprofit Westchester have been working together to help the state address its broken nonprofit contracting system, including releasing a white paper, Nonprofits in Peril, earlier this year. The State Comptroller also released a report, the Critical Role of Nonprofits, which outlines their economic role in New York.

The coalition released the following statement in response to the Governor’s veto of their priority legislation:

“Last night, the Governor failed thousands of nonprofit organizations across the state. The sector supported legislation – S.7001/A.7616 – that was passed with unanimous bipartisan support in the Senate and Assembly and would have brought a modicum of fairness and efficiency to the state’s contracting system.

The Governor chose not to fix a well-known and well-documented problem within New York State government, at a time when nonprofit groups are facing severe financial burdens and unprecedented threats from the federal government.

We will be looking for the Governor to demonstrate her commitment to improve the system administratively, as she said in her veto message. We look forward to seeing details in the State of the State. Charitable organizations – and the people they serve – cannot wait.”
